These are the steps I would recommend:
- Define procrastination
- Define specific tasks for the day related to goals you want to achieve
- Set specific rules to distinguish between delaying a task because of prioritization and delaying a task because of procrastination
- Choose your first procrastination free day
- Live that day
- Choose either to maintain a one day target or increase it if you feel confident
Starting small is the key to such a life.
